Here is why -
On 7, March 2025, the president issued a decree which removed the governor of Jonglei state Mahjoub Biel who was nominated by the Opposition Alliance and replaced him with Dr. Riek Gai Kok, who is said to be allied with the SPLM party. That decree effectively took away a position that the peace agreement had allocated to the opposition.
