Here is why -
The Ministry of Home Affairs said the Myanmar security force are acting in accordance law in interrogation of the people who were arrested on suspicion of involvement in early October attacks on Myanmar security forces in Mauntaw. However, there are reports of people died during the police detention.
The Home Affairs Minister, Lieutenant General Kyaw Swe, said during a media interview in Maungtaw on 17 October that the arrested suspects were interrogated according the law and they were not subjected to any kind of torture. He said the International Committee of Red Cross and other organization are welcome to meet the arrested people.
However, on the same day an arrested suspect Rikhaw Mulla, 60, has died while he was sent back to the police lock up after an interrogation. The incident has sparked comments on the social media many believe Mulla was died during the interrogation. However, a report in 27 October edition of a state-own newspaper Myanma Alin said he died on his way to Maungtaw hospital for treatment of the wounds he sustained during a scuffle with the security personal. It said the scuffle broke out after Mulla tried to snatch arms from a police constable.
A statement issued by the Ministry of Home Affairs said those who tried to thwart Mulla’s attempt to snatch arms were Lieutenant Saw Thein from no 352 battalion and Sergeant Aung Min.

In other incident, two out of 11 suspect arrested from Nga Khu Ra in connection with Maungtaw incidents died while they were transported to the hospital, 7Day Newspaper reported. The two were suffering from asthma and diabetes, the report said.
A spokesperson of the President Office U Zaw Htay told The Democracy Today newspaper on 26 October that the government is handling the situation according to the law and it has nothing to hide. However, the government imposed ban on travel by journalists to the conflict zone.
According an independent estimate the total numbers of people arrested in the aftermath of 9 October attacks has reached to 46 including 16 people arrested in Nga Khu Ra.
