Muslim not benefiting from special citizenship project

A government initiative Moe Pwint project, which aim to expedite the process of issuing the household registration cards and citizenship cards, is not benefitting Muslims. The Minister of Labour, Immigration and Manpower said in a parliamentary hearing on 30 May that the ministry has issued 7,484,869 numbers of citizenship cards and 1,295,090 numbers of household registration cards until the end of 2015. Under the Moe Pwint project, citizenship cards were issued in a maximum 21 days period from the date of submission of application. But according to a registrar from Thandwe township Immigration office Muslims are not covered under the scheme. He said as Muslims are designated as mixed blooded and their applications are processed at the township and central level citizenship scrutinizing committee. Although Kaman are recognized as one the ethnic groups of Myanmar but they are also facing delay in obtaining their citizenship cards like many mix blood people in the state. Some Muslim in Thandwe Township said they have not receive their citizenship ID even nine months after their applications were submitted. A statistic from the nationwide census showed that more than 11 million people in Myanmar never got their citizenship cards. It showed that among Myanmar’s 51 million population 11.2 million people have never obtained their citizenship identification cards, majority of whom are in Shan State where 1.6 million people out of total 4.6 million population in the state have not get their citizenship cards. The second highest numbers of people without citizenship cards are in Ayeyarwaddy Region where 1.5 million people out of the region’s 4.9 million population have never hold the citizenship cards. There are different categories of citizenship identification cards they are (i) citizenship scrutiny card, naturalized citizenship card (iii) temporary citizen cards (iv) member of clergy cards (v) foreigners registration card and (vi) passport. The largest group are people holding citizenship scrutiny card, which numbered 28 million. The numbers of national registration cardholders are 70 000 and temporary cardholder are 18 000.
