Islamic community facing ban on cow slaughtering to do religious charities

Members of the Islamic community in Kyaung Gone town in Ayeyarwaddy Region say they are not permit to slaughter of cow to do religious charities, as butcher license are granted only to Buddhist welfare group Ziwika Dana Association. The permission is denied despite of applying to the township administration authorities.
The butcher license for 2016-17 fiscal year (ending March 31 2017) was granted to the Buddhist group without auction like it was done from past three years.
The township municipal office say the license was granted to Ziwika Dana group at fee of about Kyat 13 million. The butcher licenses for Kyaung Gone Township were given to three designated areas- Kyaung Gone Town Center Ward, Daungkyi village and Hle Seik village center.
The butcher licenses were granted to Muslims previously but since 2013-14 fiscal year they were given to Ziwika Dana group.
According to a local resident, since the licenses were given to the Buddhist group transporting of live cows and meat from one township to other is banned. The Ziwika Dana group is acting as vigilante group and inform police if they find transport of cows and meat.
Sometime, they ask the owners of the animal to flee and took control of the animals without informing the police.
U Nyi Nyi Lwin, a member of Islamic Community in Kyaung Gone Township said since Muslim no longer hold the butcher license they are facing difficulties to slaughter cows to perform their religious duties like at annual Eid feast and to do charity from time to time.
U Nyi Nyi Lwin who formerly was a butcher license holder says the farmers are also not able to sell their cows from the time the Buddhist group was given the license.
On a contrary, Muslims in nearby Wae Khe Mae town get permission from the Township General Administration Office to conduct their religious charities by slaughtering of animal, even though the butcher license is issued to Ziwika Dana group there as well.
An anti-Muslim riot took placed in Kyaung Kone on 5 October 2013 when four Muslim homes inside a cemetery were destroyed by rioters. The riot took place following a rumor was spread that a Muslim man had raped a Buddhist women, which was later found to be untrue.
