Kaman Muslims facing delay in obtaining citizenship

The authorities set tighter rules in the process of application of citizenship identification card for Kaman Muslims of Rakhine state. Even though Kaman people are recognized as one of the ethnic group of Myanmar, they have to get letter of endorsement from the Kaman party for their citizenship application. The endorsement letter required to be submitted to the immigration department. “I went to apply to change my citizenship ID from 10 years old card to 18 years old. I was asked to get endorsement letter from Kaman party to prove myself as a Kaman. They already have my records when I applied for 10 years old card,” said Ko Nay Myo a resident of Thandwe Township, Rakhine. He added that the Region Immigration Office has instructed to the station offices to ask for recommendation letter from the party. Even though the recommendation letter was submitted, his application was referred to the Regional level immigration office. The applicants from other ethnic groups need to go through lesser procedures as the township level immigration officer can issue the identification card. U Myint Kyaing the Permanent Secretary of the immigration department said Kaman are require recommendation, as they are difficult to distinguish from Rohingya. He said the applicant could lodge complain if they dissatisfied with the procedure. However, he failed to answer if recommendation letter would be required for other ethnic groups if they were difficult to identify. Although the official said his department is doing according to the procedures and regulations but it is like a political party is use to identify the ethnic background which should be the work of immigration department. In Myanmar citizenship ID is required for education, job and for travel purposes.
